Plastic bags promote sprouting and mold. One suggestion is to put them into old nylons. Twist the stocking after dropping in each onion and then hang the stocking.
The paper bag seems easier. Cut a brown paper bag off an inch or two below the upper fold. Trim a smooth curve in the front face for easy access to the onions. The onions breathe well.
To avoid tears cut off the root end of the onion last. Peeling under cold, running water also helps.
